Williams said Officer Dan Sosa was driving south on San Ramon Valley Boulevard when he noticed the Dodge SUV in front of him had a sizable crack in the windshield, a violation of city vehicle code. Sosa pulled over the vehicle and spoke to the driver, who identified himself as Kenneth Biscotti. When Biscotti explained that he did not have a license, Sosa asked him to exit the vehicle and ran a check on both vehicle and driver.
Sosa was informed that Biscotti was on parole, and he was also informed that the SUV had been spotted in the vicinity of another vehicle earlier in the evening involved in a drug arrest. With Biscotti's consent, Sosa searched the truck and discovered three unspent 9 mm Luger rounds in the glove compartment as well as a small amount of marijuana.
Biscotti was taken into custody and charged with felony possession of ammunition, violation of parole and a misdemeanor drug charge. He was transported to the Martinez Detention Center.
