Browse through and see how much in many categories are not for local citizens and outside of the United States and add up to many millions of dollars. It is an interesting view of foreign aid or 'grants' go to grants.gov: grant search; browse by agency or category.
An example under Community is the Yemen Responsive Government Project which is through Egypt USAID in Cairo. Cost is $43,000,00. It is an example of a failed project idea if you watch all that is happening in recent news stories on both Egypt and Yemen (understatement). Or the similar Community Livelihoods Project for $125,000,000. Both state they are, in some way,"to facilitate more equitable 'socio-economic development... to mitigate the drivers of instability in Yemen."
