LAFCo Incorporation Studies: when do we pay the bill?

Diablo Vista (Alamo) region neighbors will donate $25 or more per residence to the Alamo Community Foundation, www.alamocommunity.org, after Contra Costa LAFCo studies are reviewed for completeness and defined for appropriate incorporation consideration. Sufficient funding is needed to pay all Contra Costa LAFCo study costs once such studies are proven appropriate and complete. Alamo Community Foundation is only a fund raising effort for payment of the studies and is not affiliated with Diablo Vista region neighborhoods or committees.

Complete and appropriate studies provide basis for all options proposed for local political and planning voice by our region's neighbors. Current incorporation proposals and various other defined options require such studies as financial consideration of local political and planning organizations for our region. Our potential opportunities are to join together and create a local government defined to our will and interests and protect our neighborhoods from political interests outside our community.

Neighborhood representatives from Tice Valley/Rudgear to Diablo Road will be visiting their neighborhoods asking for donations following (from Alamo Community Foundation website) "August 7, 2008: LAFCO's presentation of feasibility studies, Creekside Church. Details coming soon." In addition, Our Alamo business district, as a regional neighborhood, will be contacted by "downtown" neighborhood representative for donations.

On August 7, 2008, Contra Costa Local Agency Formation Commission (LAFCO), will present incorporation study results in a community meeting held at the Creekside Church, 7PM to 9PM, in the Alamo business district. The purpose of this meeting is to provide understanding of the study results to residents within the boundaries of the proposed Town of Alamo and answer any questions related to such studies.

It will be the purpose of the Diablo Vista (Alamo) region neighborhoods to gain disclosure of the entire scope of the incorporation proposal being studied and definitions of governments proposed from such incorporation application. To a further extent, regional counsel will seek opportunities for further definition of such incorporation proposal in application to LAFCO as a final proposal subject to any resulting incorporation approval and election.

We encourage neighbors from Saranap/Rudgear to Diablo Road to attend this meeting to better understand incorporation proposed for a selected portion of the Diablo Vista (Alamo) region. It is important that opposition, supporters and those that differ with current incorporation proposal attend this meeting and express their will, interests and opinions to LAFCO staff for commissioners' consideration.

On November 5, 2007, Contra Costa LAFCO received a petition and application for the proposed incorporation of the Town of Alamo. The petition was signed by over 25% of the registered voters in the area. The Comprehensive Fiscal Analysis (CFA) and environmental (CEQA) review are just two components (studies) to the incorporation proposal and application.
