Who is going to get PG&E for ruining homes, lives of many San Bruno residents?

Recyclers should police their own industry for stolen goods.

Submitters (persons submitting copper) should have to make a written statement with documentation as to where/why/how they possess and own the copper.
Recycler should be required to do reasonable investigation and verification of Submitter's claims, or forfeit the copper.
Payment to Submitters should be delayed for "x" days and then only paid by check mailed to hard address and bank account.
Investigators from Recyclers then would have time to verify the Submitter's claims and research questions.

Plaintiff's lawyers will eventually get PG&E.
Then we will have to pay for it all in raised rates in perpetuity.
