Regarding Tony C's letter on Alamo Incorporation,

Dear Tony, if you want the figures, I'll give you the figures. Get ready because this will really be hard:

Read the darn Comprehensive Fiscal Analysis!!! It has a whole bunch of very specific dollar signs in it.
And please stop harping on these same topics that have been cussed and discussed so many times before. It really harms your "credibility."
This response from Alamo Ron is specifically defamatory toward Tony and should "be deleted if deemed inappropriate by our staff."
Diablo Vista regional council committee has noted: "..there is no contents within the CFA that defines a city government or the pay structures of council, commission, committee, and staff members. In fact, the specifications for LAFCO CFA's do not provide any pro forma consideration of the exact operations of a proposed government."
Cost estimates included in the LAFCO CFA as LAFCO response:
In response to the questions regarding cost of services, the CFA includes various tables showing General Fund, Road Fund and Parks & Recreation Fund revenues and expenditures. For example, Table 1-A shows expenditures by city department (e.g., City Council, City Manager, City Attorney, Finance, Community Development, Law Enforcement, etc.). These numbers (dollars) reflect estimated costs associated with services including salaries, benefits, services and supplies, etc.
In addition, the CFA provides additional expense details in Table 2-B.
Neighborhoods response: These CFA tables are projections of expenditures without formal definition of the government, its structure and operations, and are assumptions based on typical city government operations. These are estimates and not pro forma budgeted operations expenses.
Neighborhoods ad hoc committee reviewed the CFA in late July, used these estimates to create a pro forma sources and uses of funds statement. The result was insufficient funding in FY2010, ending July 1, 2010. When the CFA is translated to actual government structure, operations, staffing and services, with expected fee increases by CCCounty documented to other contract services cities, the shortfall in revenue happens immediately and exceeds reserves in FY 2011.

An expert in municipal finance spent several months collecting and analyzing financial information from many sources to create the Comprehensive Fiscal Analysis (CFA).
You, on the other hand, got few neighbors together, decided what result you wanted and then created a "pro forma sources and uses of funds statement" to arrive at that result.
You guys must be geniuses! How about throwing some of that high-powered intellect at some of the major problems of society? Like why people won't take a shopping cart back into the supermarket from the parking lot?
So you came up with a "pro forma sources and uses of funds statement" of which you are very proud. How about PUBLISHING that document so that folks can take a look at it?
Oh, I'm sorry. I guess you'll probably come up with some contrived excuse about copyright issues or respecting participant's privacy or some such evasion.

I really can't quite decipher the financial analyses in that response.
Other than that it ranks right up there with "'Twas brillig, and the slithy toves Did gyre and gimble in the wabe..." for clarity.
In interest of clarification, Diablo Vista region ad hoc community committee created several pro forma sources and uses of funds statements to examine incorporation and its options for our entire region. The documents are further study of formation started in April 2004 and provide consideration of relationships with Walnut Creek, Roosmoor/WC, Danville, Diablo/CCC, Lafayette and the proposed Town of Alamo plus federal and state agencies.
These statements are for confidential consideration by all neighborhoods within our region and offer no specific consideration of the incorporation process for the Town of Alamo as enclosed within our region. Such statements were prepared by expert counsel and analysts under client-confidentiality to examine the income requirements and costs of creating urban luxury in our region via expansion in services, economic rejuvenation and infrastructure.
In that regard, there is no need to know created for proponent and opponent minorities considering the proposed Town of Alamo.
What is a "pro forma sources and uses and funds statements" anyway? Where can we get a copy for perusal? What sources were used? What is the background of the author(s)? Are they experienced in matters such as this?
So far, I see a lot of emotional rhetoric by those opposing incorporation and very few hard facts - Personally, I'd love to see facts that don't support the "pro" argument to judge how rational the "anti" argument is. Right now, it appears those who are opposed are those who believed in the Tooth Fairy until they were 16...
