What exactly is meant by "Identity Theft", i.e., how is it manifested?

Same question on ID theft. I've recently has fake checks show up to the tune of four grand, and credit card charges. Wondering if these are tied to this type of issue or a kid with a fake ID buying beer.

I am one of the "identity thefts" listed above. We have received notice that several credit cards were requested in our name/SSN. Also ATT changes not made by us. In order to tighten up security and have a more strict fraud alert/account access at the credit bureaus (i.e. Experian), you need to have a police report number. I would think fake checks would also be considered identity theft. Also the huge amount of false IRS refunds.

I just reported "Identify Theft" to the police after I started receiving debt collection notices for unpaid bills. Someone in St. Louis, MO used my SSN to setup cable and other utility bills in 2013. Like said by "member" above, the debt collection agencies require a police report number in order to mark the account as an identify theft fraud - hence the all the identify theft reports at residential addresses.
