The Zone 7 Water Agency Board of Directors will meet in open session beginning at 7 p.m. on Wednesday and will consider awarding a contract for as-needed environmental planning, among other items of business.
Zone 7 staff will ask the board to adopt a resolution allowing the general manager to negotiate an agreement with the consulting firm Environmental Science Associates. The professional services contract would not exceed three years and roughly $1.1 million initially, but it could be extended to a five-year, $1.8 million agreement.
In 2013, Zone 7 selected ESA as its consultant for as-needed environmental planning and stewardship support. The two groups agreed to a contract that year, and it's been renewed each year since. The current contract expires on Sept. 30.
The Alameda County agency -- which sells potable water wholesale to local water providers, including the Dublin San Ramon Services District -- initiated a request for qualifications process in June, and a selection committee found ESA to be the best qualified.
The estimated three-year total budget for ESA's services is $900,000 given current regulatory requirements, according to a memo included in the board packet. That covers construction monitoring, biological surveys and permitting support for summer projects among other tasks.

The board is also set to recognize two Zone 7 employees during a staffing update. Assistant engineer and geologist Colleen Winey will be acknowledged for being named the Employee of the Month for June. She has worked for Zone 7 since 2001.
Associate civil engineer Jaime Rios will also be congratulated on his July 23 retirement from the agency after over 31 years of service. He joined Zone 7 as an engineering aide in June 1985 and has served as its primary support on flood protection system matters and projects for the last several years.
There will also be regular staff reports regarding outreach activities, water inventory and other information.
The board will meet in closed session starting at 5 p.m. to discuss possible litigation, confer with employee organizations and give a performance evaluation of the general manager.
The meeting will be held in the agency's administrative building at 100 North Canyons Pkwy. in Livermore.
