There seems to be a plethora of “identity theft” arrests and I’m having trouble understanding what that means exactly. Do you go to the perp’s house and tell them they’re being charged with IT? Under what grounds? How do you find this out? I can understand if you go to a business who called you to report that, but don’t understand when you go to people’s homes.

That’s the address of the victim reporting the identity theft. Identify theft victims file a police report and the victim’s address is what is displayed.
