Contra Costa County added to drought emergency proclamation

Gov. Gavin Newsom announced Monday that his proposed state budget includes a $5.1 billion investment in water infrastructure and drought resilience as he added Alameda and Contra Costa counties to the statewide emergency proclamation.

As usual, Newsom's idea of "investments in water infrastructure and drought resilience" will do nothing to actually increase the supply of water, nor increase the storage capacity of reservoirs (which enables us to make it through dry years, by being able to store more water in wetter years). There IS value in putting in water delivery infrastructure that allows the use of recycled "grey water" for irrigation purposes, at least in areas of new construction. But many of the programs will have little to do with actual improvements to our water infrastructure. I also notice that the size of Newsom's proposal is $5.1B, but only $1.56B of this is described. ($1.3 billion for improved drinking and wastewater infrastructure, $60 million to help the agriculture industry reduce its water use and greenhouse gas emissions and $200 million for habitat restoration.) What is the remaining $3.54B going to? As usual, this new plan of Newsom's will be largely a sham.

Answer: Child care, medical care, and stipends for Illegal aliens! That is what is called "infrastructure" today.
