Free school meals for all here to stay in California

With 1 in every 6 children facing hunger in the U.S., California is the first state to promise every public school student -- all 6 million of them -- free school meals.

1 in 6 facing hunger means that 5 in 6 are not facing hunger.
Of course we want all children to be fed properly but is this an overly broad 'fix'?
I would assume food stamps would be available to those in need and that this assistance should address the problem. If not, then I wonder why. Curious.
