The “philosophy” of giving top management of SRVUSD the same raises as were negotiated with the unions has one obvious flaw. It incentivizes management to agree to the largest raises they can get away with, so as to obtain the same large raises for themselves.

Spot on, “C.R. Mudgeon”! It’s called collusive “bargaining.” The local teacher union (SRVEA) has essentially puppeteered SRVUSD’s curriculum and finances since 1990, when the union was able to take over the Board of Education with its own selected/backed candidates.
Current salary schedules for the District’s many tiers, including teachers and administrators, are available at Web Link , additional comment at Web Link . Last (calendar) year’s actual compensation, including benefits, is compiled by Transparent California, at Web Link .
Mr. Malloy’s salary, approved as expected on Tuesday evening, now becomes $384,661 — before adding benefits and another one-time COVID-related boost of another 1%. The District received nearly $77 Million altogether in state and federal COVID dollars.
Particularly in what Mr. Malloy sensationalized falsely as the “Cal High Racist Incident 5.23.22” ( Web Link ), he proved himself a glib propagandist, much appreciated by left-wing local media, and simultaneously a wrongly elevated individual who was willing to throw a large group of students overboard in order to preserve a fabricated narrative that was more to his liking — and his apparent policy convenience in hiring expensive, so-called equity liaisons.
Somehow, Mr. Malloy previously made do with his $310,000 (presumably Canadian dollars) high-point salary as director — what we’d call superintendent — of the much larger Toronto District School system (some 255,000 students, = 9x current SRVUSD enrollment, and nearly 600 schools vs. 35 schools here).
His original contract specified just 225 annual work days, up to 52 paid vacation days eventually, plus all state holidays and two sick-leave weeks.

^ That's a very lucrative salary along with the various perks.
As district superintendent, Mr. Malloy's various positions and actions should be more reflective of the district parents and students whom he serves.
Issues like woke awareness, Critical Race Theory, and LGBTQ enlightenments are best reserved for the college level.

At Tuesday evening’s meeting, the School Board did discuss uncoupling pay/benefit increases for SRVUSD’s most highly compensated management employees (e.g., Mr. Malloy) from automatic “me-too” copying of percentage raises given teachers and classified staff.
But given current expectations (implicit or contractually explicit) of SRVUSD’s richly compensated managerial employees, halting the “me too” presumption was deferred to some later date.
Board member Shelley Clark, meanwhile, was unhappy to hear my criticisms of Mr. Malloy’s superintendency. She tried to justify his immediate jump to Step 4 in the superintendent salary schedule upon his 2020 arrival here, and petulantly complained about what she characterized as my “over-and-over rehashing history” [of numerous, recent SRVUSD scandals], claiming that her Board “did everything that they could to correct the issues.”
“So,” she continued, “if you [Arata] have further comments, please make them relevant to what we’re doing now.” I was inclined to answer immediately, out loud, but did not because Board rules do not such permit back-and-forth debate.
So I wrote to Ms. Clark earlier today (copying other Board members and Malloy) that in fact my comments were fully germane to the Agenda item under discussion, i.e. Malloy’s putative fitness and retroactive $30,135 salary increase.
Further, said I, the issues I reviewed have generally been insufficiently remediated or completely untouched, including:
• Malloy’s defamatory amplifying of a fabricated social media post in his “Cal High Racist Incident 5.23.22” District letter;
• Administrative backing of a sunglasses-wearing male student who invaded a girls’ locker room;
• Balkanizing, racialist division, with alleged “oppressors” vs. alleged “victims”;
• Continuing confusion of SRVUSD’s youngest kids by teachers “queering the classroom” (their term) with inapposite pronouns and LGBTQ-themed read-alouds;
• Pornography in high school libraries.

For the past two years, Dr. Malloy has deceived and divided the community. I've been personally misled by Dr. Malloy on several occasions and given false promises regularly. Regardless of these deceptions, a superintendent should be looking after the best interests of the children in his/her care. Regardless of what you think about any mannequin head, Dr. Malloy clearly did not care about the 20+ girls on the cheer/stunt teams and the consequences of his Mellvillian obsession with appeasing extremist and anonymous social media accounts above anything else. Nor does Dr. Malloy care about girls being (allegedly) sexually assaulted in locker rooms or by teachers in class and during athletics. Instead, he cared more about looking a particular way online than he cared about the wellbeing of these girls. He still doesn't care about the wellbeing of these girls as he spent close to $2,000,000 in taxpayer money to create equity cops that answer only to him and do nothing to protect these girls from the bullying he created, or from being (allegedly) sexually assaulted on campus by SRVUSD employees. This all needs to stop. There needs to be accountability and honesty. Giving someone a 9% raise after dozens of girls have been harassed and victimized while a community has been divided like never before is not right.
At some point very very soon, Shelley Clark will be facing the voters again. She directly lied to her constituents last election, I doubt the voters of Area 2 will be fooled by her lies again.
