Are teens being used by adults to break the law? We know that kids are used by drug dealers as a layer of protection from the law. Is this similar to that?
If this was a self motivated robbery by a 16 year old then that is just as sad.
Soft on crime has not been working out.

Being an upscale and affluent community, it is difficult to picture a local teen attempting to rob a bank.
