Danville garbage rates expected to rise in 2014

Danville residents and business owners could see their garbage rates rise next year. The Town Council on Tuesday directed the Contra Costa County Solid Waste Authority to increase trash and recycling service rates during 2014 by about 3.7 percent for the average residential customer and about 3.3 percent for typical commercial pickup.

what does he mean by "cover the costs"? Cover what costs exactly? Also, is it their job to create a reserve fund? Sounds more like an ATM to me - that they can raid at will. Death by a thousand paper cuts.
